You would report it to consumer protection agencies in your area. You can either do a google search for the ones in your area or 411.
If you were damaged you could be able to sue them (See Lanham ACT) http://library.findlaw.com/1998/Jan/1/13鈥?/a>
If it's something that's breaking a law you could also report them to the police and/or the district attorney for your district.
You can also file complaints with the Better Business Bureau in your area (google your area)... and there are some other online [places like complaints.com but they don't follow up officially like BBB does...
