But the universe is still growing...and it's been around for like 14 billion years or whatever and I know that gum doesn't last that long because if you chew on it for too long it starts dissolving...

You can't sue anyone for anything unless you've been harmed in some way. That's the whole point of litigation, you seek compensation for a wrong committed against you. So if you believed their claim, bought their gum only because you expected it to last billions of years, then chewed it until it dissolved, maybe you could send them a letter asking them to refund you the price of the gum. If you did sue them, it could only be for the cost of a packet of gum.
If you just think their ad is misleading, but it hasn't harmed you, then you should contact the body responsible for the administration of television advertising in your area, and (if you weren't being silly) they could remove the ad and/or make the company publicly explain that their gum doesn't last that long.
Incidentally, the time 'it took to create the universe' isn't the same thing as the age of the universe. You could say that the universe existed a nanosecond after the big bang, so their gum only needs to last a moment to last longer than it took to create the universe.
No, the universe was created in such an infinitely small amount of time it would be impossible to measure, just because its still growing does not mean its still being created, its not, its expanding. Its like when you blow up a balloon, the balloon expands you don't create more balloon.

No, because the commercial is too vague and ambiguous to claim that the public is likely to be deceived by it. Arguably, it only took a fraction of a second to ';create'; the universe, which doesn't include the 13-billion-year period of expansion that immediately followed.
Save yourself the trouble, and ensure in the process that lawyers don't get any richer by giving up on the idea.
If it took milliseconds for the Universe to be created, then the gum's going to be a huge disappointment.
And if it lasts for more than seven days, the sore jaw factor will have kicked in and the novelty will have worn off that way.

Yes, but you wouldn't win. The commercial obviously wasn't meant to be taken seriously using the reasonably prudent person standard, so the company and the advertising agency would be protected against the lawsuit.
Give it a try. But unless you've got a couple hundred million laying around for court and lawyer costs (especially when its dragged out for years because of delays) I wouldn't hold my breath.
The universe was created in a single instantaneous explosion. Anything lasts longer than that. It's not fault advertisement. Expansion doesn't mean anything new is being created.
If you live in the United States, then you probably can, and there's a chance of winning...it all goes back to that women who sued over spilling her hot coffee on her lap...when she ordered hot coffee.
